About anti-disaster basic income for foreigners in Korea

What is it?

Like the other countries, COVID-19 outbreak has hit really hard on not just Korean people's life but the Korean economy too. To help the people maintain daily life and small shop owners can have enough income, Korea and its local governments decided to offer an emergency fund to the citizens. Some of the local govt decided to offer this to their foreign residents too. On this page, we've written about the regions and their aid programmes offered to their foreign residents.

Which cities and provinces foreign residents can receive the subsidy?

Seoul(서울특별시)

Seoul(서울특별시)
Eligibility	- You have registered your address and lived in Seoul for 90 days or longer. - Registered Foreign Residents who have an official record of income(less than the median income). - Only head of the household can apply.
Amount of the subsidy	300,000 ~ 500,000 KRW (According to the number of your family members)
How you will receive the subsidy	- Prepaid gift card.
Application deadline	25th September 2020 (Can be extended by the province office, Offline application will be started on 14th September 2020)
Expiry of the subsidy	15th December 2020

Gyeonggi-do(경기도)

Geyunggi-do(경기도)
Eligibility	- Korean citizens who have registered their address in Gyeonggi-do BEFORE 24th March 2020. - Permanent residents(F-5 visa holders), married immigrants(F-6, F-2-1 and etc) who have registered their address in Gyeonggi-do BEFORE 4th May 2020. (Starting 1st June 2020)
Amount of the subsidy	100,000 KRW
How you will receive the subsidy	- Your Korean credit card(This option needs your Korean credit card before applying. Once your subsidy application approved, Use your Korean credit card in local shops and the due will be paid and deducted from the subsidy first.) - Local gift card(You need to apply for it in their mobile app, '경기지역화폐'. Once your application is approved, the subsidy will be loaded on your local gift card. To see the cardmember shops list, click here. Not available for Gimpo, Siheung and Seongnam city residents.) - Prepaid gift card by NH Nonghyup Card.

Ansan-si(안산시)

Ansan-si, Geyunggi-do(경기도 안산시)
Eligibility	19-year old or older Korean citizens and foreign residents who have registered their address in Ansan-si, Gyeonggi-do BEFORE 2nd April 2020.
Amount of the subsidy	-100,000 KRW(Korean citizens) - 70,000 KRW(Foreign residents)
How you will receive the subsidy	- Local gift card(You need to apply for it in their mobile app, '경기지역화폐'. Once your application is approved, the subsidy will be loaded on your local gift card. )
Where to apply	- Community centre(행정복지센터) - Online
Application deadline	31st July 2020 (Can be extended by the city office)
Expiry of the subsidy	- 31st August 2020 - 3 months from the date of subsidy payment

Bucheon-si(부천시)

Bucheon-si, Geyunggi-do(경기도 부천시)
Eligibility	Korean citizens and foreign residents who have registered their address in Bucheon-si, Gyeonggi-do BEFORE 4th May 2020.
Amount of the subsidy	- 50,000 KRW
How you will receive the subsidy	- Prepaid gift card. You can download the foreign language manual(English, Chinese(Simplified), Vietnamese) from their official website. Click '선불카드 안내문 다운로드' to download.
Where to apply	- Bucheon City Council Lobby(부천시 의회 로비)
Application deadline	31st July 2020 (Can be extended by the city office)

Yeonje-gu(연제구)

Yeonje-gu, Busan(부산광역시 연제구)
Eligibility	19-year old or older Korean citizens and foreign residents who have registered their address in Yeonje-gu, Busan BEFORE 10th April 2020.
Amount of the subsidy	50,000 KRW
How you will receive the subsidy	- Prepaid gift card
Where to apply	- Community centre(행정복지센터) * You can visit and apply for it on a specific weekday according to your birth year. If your birth year ends with 1 or 6, it's Monday. 2 and 7 are Tuesday, 3 and 8 are Wednesday, 4 and 9 are Thursday and finally, 5 and 0 are Friday.
Application deadline	30th May 2020 (Can be extended by the city office)

Caution

For more details, please contact your city or province.
If a shop charges a different price to the prepaid card users(e.g. +10% fee), refuse it and report it to the local authority or The Credit Finance Association(여신금융협회).
The prepaid gift card and local gift card may work only in the credit card member shops that have less than 1 billion KRW of annual income in the city or province. The card won't work in online shops, adult shops, giant grocery chains and department stores.
The subsidy must be used for purchasing goods and services in your region. If you sell, give or let someone else use your card, your subsidy will be cancelled and may result in legal punishment.
It's not possible to deposit the subsidy to your bank account or withdraw in cash.
The subsidy has its expiry date.
The govt doesn't ask for your personal information over SMS or phone call. That may be a scam. Please visit a nearby community centre or their official website.
